The woeful lack of pulmonary rehab provision in Pembrokeshire has been highlighted at the Senedd.
Preseli Pembrokeshire AM Paul Davies met campaigners from Haverfordwest's Breath Easy group who travelled to Cardiff to highlight gaps in the service.
"Pembrokeshire is one of only three Welsh counties with no pulmonary rehab service," said Mr Davies.
"Three years ago the Welsh Assembly Government made clear that rehab programmes should be available to everyone in Wales by September 2008 but we are still waiting."
Pulmonary rehab courses aim to help people with lung conditions to increase their level of activity and manage their condition.
Courses include physical exercise, education on self-care, dietary advice, occupational therapy, psychology and social support.
"Studies show that these courses save the NHS money because people are less likely to end up in hospital as a result of their breathing problems and if they do have to go for treatment, their hospital stays are shorter," said Mr Davies.
"Pulmonary rehab is a cheap but effective pre-emptive treatment and it's a disgrace that people in Pembrokeshire can't access it."
