Plans to scrap 47 phone boxes in Pembrokeshire have been criticised by Assembly Member Paul Davies.
British Telecom wants to remove phone booths which it says don't get enough use.
The company will definitely remove 21 public phones that are within 400 yards of another pay phone and it is now consulting on plans to remove another 26.
But there are fears that some of them will be removed from areas with poor mobile phone reception.
"I am very concerned that it seems that public phone boxes could be closed without any consideration given to whether or not there is mobile phone reception in those areas," said Mr Davies. "Large parts of rural west Wales still lag behind in terms of mobile phone reception and coupled with not having access to public payphones this could put people's lives at risk if they need to contact the emergency services."
