Basic errors in the introduction of the new Foundation Phase education system will play havoc with Pembrokeshire's primary schools, say the county's Assembly Members.
From September, all primary schools in Wales are switching to the new system which has a greater emphasis on learning through play and requires many more teachers and classroom assistants.
However there were major flaws in working out the funding of the new programme which have been highlighted in today's Welsh Assembly Finance Committee report.
As a result of the botched maths the Labour-led Government has already admitted that the foundation phase will have to be implemented over four years instead of three.
Preseli Pembrokeshire's AM Paul Davies joined her in expressing fears about the new system.
"I am particularly concerned about Portfield School in Haverfordwest because the lack of funding for the foundation phase could hit it harder than mainstream schools," he said.
"It is essential to support and develop children and young people with special needs."
Mrs Burns continued: "Primary school headteachers in Pembrokeshire have only just be en told how much money they will get to introduce the phase.
"They now only have a few weeks to recruit the extra staff needed and to implement the changes in time for what is one of the biggest changes to education in generations."
