The Glastir scheme is being introduced too fast and with too little information, says Preseli Pembrokeshire AM Paul Davies.

The new £89 million land management scheme is due to come into operation from 2012 to replace the existing Tir Gofal, Tir Cynnal, Tir Mynydd, the Organic Farming Scheme and Better Woodlands for Wales schemes.

But speaking in a debate at the Senedd, Mr Davies said that a number of Pembrokeshire farmers had been in touch with him to express concerns about the changeover.

"There has been considerable confusion about the specifics of the Glastir scheme," he said.

"Particular concerns revolve around the speed with which these businesses have had to make vital decisions based on the little information presented to farmers regarding the scheme.

"Concern also exists at the rate at which the scheme has been developed and is being introduced, given that many farmers have been forced to make business decisions without full

knowledge of the scheme."

He suggested that the Welsh Assembly Government continues instead with Less Favoured Area support until European policy requires changes to be introduced.

"The Assembly Government needs to possibly consider delaying the Glastir scheme until farmers have a better understanding of its structure, its operational details, and its effect on their businesses," he added.

"From what I have been told, it is obvious that the timescale to implement the programme is too ambitious. It could spell disaster for many communities if it is introduced inappropriately."
