Preseli Pembrokeshire AM Paul Davies is urging both sides in the Haverfordwest driving test centre row to keep talking to each other.
Pembrokeshire County Council has told the Driving Standards Agency (DSA), which runs the test centre on council-owned land at Withybush airfield, to vacate part of the centre by February 15th.
The DSA says this will mean they have to close the entire centre, forcing people who want to take their driving test to travel to Cardigan or Pembroke Dock.
"I have talked to both sides involved in this issue and am encouraging them to keep the lines of communication open," said Mr Davies.
"I am concerned that it's the learner drivers and instructors being penalised."
The DSA had found a site near Withybush for a new multi-purpose test centre but it was refused planning permission earlier this year.
"Altogether this is an unacceptable situation with learners and driving instructors caught up in the middle.
"I have spoken to both sides and know that the council has written to the DSA about the matter. I sincerely hope that a solution can be worked out before the February deadline."
